
The Research Council of Finland supports Institute for Human Rights project on evaluation of legislation
The Research Council of Finland has granted € 300,000 in funding to Elina Pirjatanniemi, Professor of Constitutional Law and Public International Law and Director of the Institute for Human Rights, for the project Model for evaluating legislation: How to take vulnerability into account? (MOPO). The project is supported by the Research Council’s call for research utilisation, which aims to help researchers translate research ideas into practical benefits for society, business and the public sector.
The aim of the project is to develop tools for analysing how laws affect people or groups in a vulnerable position. The tools are developed in close cooperation with the Ministry of Justice and key civil society actors. The project will, among other things, result in a handbook that highlights special considerations that need to be made when analysing the effects of legislation on vulnerable individuals and groups. The guidelines are foreseen to be applicable also in legal contexts other than Finland. The need for concrete tools for such evaluations has been clearly demonstrated in previous research, including the ROVU project on which MOPO is based.
