Corporate goals, "10X" where a tenfold improvement in "post-release defect density", and "open critical and serious problem reports". There is recommendations for each of the three levels of management. Each organization within Hewlett-Packard tailors the recommendations to meet its own needs.

Siemens, has implemented measurement as part of a lrger best-practices program. In 1990, the data and information systems group of Siemens was merged with a similar group of Nixdorf and a measurement program directed at systems software development was established. The software development process was defined, see Table 14.7.

The topics addressed are quality, productivity, and profitability of software development and maintenance, For metrics see Table 14.8.

14.4 Lessons learned

In Example 14.9 steps to success for a measurement program based on experiences in practice are listed, and in Table 14.9 recommendations for a successful metrics program are given.

Most successful corporate programs define their measurement carefully, automate wherever possible, and focus on the process, not on the people. An evolutionary approach seems to work well. Measurement must be addressed to all levels of the company.
